A bill to be entitled
2An act relating to license plates; amending ss. 320.08056
3and 320.08058, F.S.; creating the Go Green license plate
4and the Let's Go Surfing license plate; establishing
5annual use fees for the plates; providing for the
6distribution of use fees received from the sale of the
7plates; providing an effective date.

9Be It Enacted by the Legislature of the State of Florida:
10
11     Section 1.  Paragraphs (rrr) and (sss) are added to
12subsection (4) of section 320.08056, Florida Statutes, to read:
13     320.08056  Specialty license plates.-
14     (4)  The following license plate annual use fees shall be
15collected for the appropriate specialty license plates:
16     (rrr)  Go Green license plate, $25.
17     (sss)  Let's Go Surfing license plate, $25.
18     Section 2.  Subsections (70) and (71) are added to section
19320.08058, Florida Statutes, to read:
20     320.08058  Specialty license plates.-
21     (70)  GO GREEN LICENSE PLATES.-
22     (a)  The department shall develop a Go Green license plate
23as provided in this section. The plates must bear the colors and
24design approved by the department. The word "Florida" must
25appear at the top of the plate, and the words "Go Green" must
26appear at the bottom of the plate.
27     (b)  The annual use fees shall be distributed to the
28Coalition for Renewable Energy Solutions, Inc., which shall
29administer the fees as follows:
30     1.  The coalition shall retain the first $60,000 of the
31annual use fees as direct reimbursement for administrative
32costs, startup costs, and costs incurred in the development and
33approval of the plates. Thereafter, up to 10 percent of the
34annual use fees may be used for administrative costs directly
35associated with the operation of the coalition and promotion and
36marketing of the plate.
37     2.  Any remaining funds shall be used by the coalition to
38fund programs and projects that publicize renewable energy
39solutions and encourage a cleaner and safer environmental
40future, as follows:
41     a.  Up to 40 percent to fund the "Go Green Florida" Grants
42and Awards Program, including monetary grants and recognition
43awards to public and private persons and organizations and to
44subsidize efforts to reduce energy consumption and raise
45awareness of alternative energy-efficiency practices.
46     b.  Up to 25 percent to fund education and outreach
47programs that publicize renewable energy solutions for
48households and businesses and educate home and business owners
49about the environmental and financial benefits of innovative
50green technologies and practices.
51     c.  Up to 25 percent to fund educational programs and
52materials that emphasize sustainable development practices,
53including recycling, energy efficiency and consumption, and
54other green practices.
55     (71)  LET'S GO SURFING LICENSE PLATES.-
56     (a)  The department shall develop a Let's Go Surfing
57license plate as provided in this section. Let's Go Surfing
58license plates must bear the colors and design approved by the
59department. The word "Florida" must appear at the top of the
60plate, and the words "Let's Go Surfing" must appear at the
61bottom of the plate.
62     (b)  The license plate annual use fees shall be distributed
63to East Coast Surfing Hall of Fame and Museum, Inc., to fund
64activities, programs, and projects to promote the state's
65surfing-related tourism, preserve the state's surfing history
66and heritage, preserve the state's surf and shores, and honor
67lifeguards who patrol the state's surf and shores to protect
68beachgoers, surfers, and others. East Coast Surfing Hall of Fame
69and Museum, Inc., may retain all revenue from the annual use
70fees until all startup costs for developing and establishing the
71plate have been recovered. Thereafter, up to 10 percent of the
72annual use fee revenue may be used for administration,
73promotion, and marketing of the plate, including costs of the
74annual audit and compliance affidavit.
75     Section 3.  This act shall take effect October 1, 2010.
