7 | plates; providing an effective date. |

9 | Be It Enacted by the Legislature of the State of Florida: |
10 |
|
11 | Section 1. Paragraphs (rrr) and (sss) are added to |
12 | subsection (4) of section 320.08056, Florida Statutes, to read: |
13 | 320.08056 Specialty license plates.- |
14 | (4) The following license plate annual use fees shall be |
15 | collected for the appropriate specialty license plates: |
16 | (rrr) Go Green license plate, $25. |
17 | (sss) Let's Go Surfing license plate, $25. |
18 | Section 2. Subsections (70) and (71) are added to section |
19 | 320.08058, Florida Statutes, to read: |
20 | 320.08058 Specialty license plates.- |
21 | (70) GO GREEN LICENSE PLATES.- |
22 | (a) The department shall develop a Go Green license plate |
23 | as provided in this section. The plates must bear the colors and |
24 | design approved by the department. The word "Florida" must |
25 | appear at the top of the plate, and the words "Go Green" must |
26 | appear at the bottom of the plate. |
27 | (b) The annual use fees shall be distributed to the |
28 | Coalition for Renewable Energy Solutions, Inc., which shall |
29 | administer the fees as follows: |
30 | 1. The coalition shall retain the first $60,000 of the |
31 | annual use fees as direct reimbursement for administrative |
32 | costs, startup costs, and costs incurred in the development and |
33 | approval of the plates. Thereafter, up to 10 percent of the |
34 | annual use fees may be used for administrative costs directly |
35 | associated with the operation of the coalition and promotion and |
36 | marketing of the plate. |
37 | 2. Any remaining funds shall be used by the coalition to |
38 | fund programs and projects that publicize renewable energy |
39 | solutions and encourage a cleaner and safer environmental |
40 | future, as follows: |
41 | a. Up to 40 percent to fund the "Go Green Florida" Grants |
42 | and Awards Program, including monetary grants and recognition |
43 | awards to public and private persons and organizations and to |
44 | subsidize efforts to reduce energy consumption and raise |
45 | awareness of alternative energy-efficiency practices. |
46 | b. Up to 25 percent to fund education and outreach |
47 | programs that publicize renewable energy solutions for |
48 | households and businesses and educate home and business owners |
49 | about the environmental and financial benefits of innovative |
50 | green technologies and practices. |
51 | c. Up to 25 percent to fund educational programs and |
52 | materials that emphasize sustainable development practices, |
53 | including recycling, energy efficiency and consumption, and |
54 | other green practices. |
55 | (71) LET'S GO SURFING LICENSE PLATES.- |
56 | (a) The department shall develop a Let's Go Surfing |
57 | license plate as provided in this section. Let's Go Surfing |
58 | license plates must bear the colors and design approved by the |
59 | department. The word "Florida" must appear at the top of the |
60 | plate, and the words "Let's Go Surfing" must appear at the |
61 | bottom of the plate. |
62 | (b) The license plate annual use fees shall be distributed |
63 | to East Coast Surfing Hall of Fame and Museum, Inc., to fund |
64 | activities, programs, and projects to promote the state's |
65 | surfing-related tourism, preserve the state's surfing history |
66 | and heritage, preserve the state's surf and shores, and honor |
67 | lifeguards who patrol the state's surf and shores to protect |
68 | beachgoers, surfers, and others. East Coast Surfing Hall of Fame |
69 | and Museum, Inc., may retain all revenue from the annual use |
70 | fees until all startup costs for developing and establishing the |
71 | plate have been recovered. Thereafter, up to 10 percent of the |
72 | annual use fee revenue may be used for administration, |
73 | promotion, and marketing of the plate, including costs of the |
74 | annual audit and compliance affidavit. |
75 | Section 3. This act shall take effect October 1, 2010. |
