    1                        A bill to be entitled                      
    2         An act relating to motor vehicles; amending s. 320.02,
    3         F.S.; requiring the application form for motor vehicle
    4         registration or renewal of registration to include
    5         language permitting the applicant to make a voluntary
    6         contribution to Blind Babies and Blind Youth Services,
    7         to The Arc of Florida, or to Ronald McDonald House;
    8         amending s. 322.08, F.S.; requiring the application
    9         form for a driver’s license or duplicate thereof to
   10         include language permitting the applicant to make a
   11         voluntary contribution to Senior Vision Services or to
   12         Ronald McDonald House; amending s. 322.18, F.S.;
   13         requiring the application form for renewal issuance or
   14         renewal extension of a driver’s license to include
   15         language permitting the applicant to make a voluntary
   16         contribution to Senior Vision Services; providing for
   17         the distribution of funds collected to the Florida
   18         Association of Agencies Serving the Blind, Inc.;
   19         providing that such contributions are not considered
   20         income of a revenue nature for purposes of a service
   21         charge; providing an effective date.

   23  Be It Enacted by the Legislature of the State of Florida:
   24  
   25         Section 1. Paragraphs (i), (j), and (k) are added to
   26  subsection (15) of section 320.02, Florida Statutes, to read:
   27         320.02 Registration required; application for registration;
   28  forms.—
   29         (15)
   30         (i) The application form for motor vehicle registration and
   31  renewal of registration must include language permitting a
   32  voluntary contribution of $1 to Blind Babies and Blind Youth
   33  Services. Such contributions shall be transferred by the
   34  department each month to the Florida Association of Agencies
   35  Serving the Blind, Inc., a not-for-profit organization.
   36         (j) The application form for motor vehicle registration and
   37  renewal of registration must include language permitting a
   38  voluntary contribution of $1 to The Arc of Florida. Such
   39  contributions shall be transferred by the department each month
   40  to The Arc of Florida, which shall use the proceeds to provide
   41  programs and services in this state for persons with
   42  developmental disabilities.
   43         (k)The application form for motor vehicle registration and
   44  renewal of registration must include language permitting a
   45  voluntary contribution of $1 to Ronald McDonald House. Such
   46  contributions must be transferred by the department each month
   47  to Ronald McDonald House Charities of Tampa Bay, Inc.

   49  For the purpose of applying the service charge provided in s.
   50  215.20, contributions received under this subsection are not
   51  income of a revenue nature.
   52         Section 2. Subsection (7) of section 322.08, Florida
   53  Statutes, is amended to read:
   54         322.08 Application for license.—
   55         (7) The application form for a driver’s license or
   56  duplicate thereof shall include language permitting the
   57  following:
   58         (a) A voluntary contribution of $1 per applicant, which
   59  contribution shall be deposited into the Health Care Trust Fund
   60  for organ and tissue donor education and for maintaining the
   61  organ and tissue donor registry.
   62         (b) A voluntary contribution of $1 per applicant, which
   63  contribution shall be distributed to the Florida Council of the
   64  Blind.
   65         (c) A voluntary contribution of $2 per applicant, which
   66  shall be distributed to the Hearing Research Institute,
   67  Incorporated.
   68         (d) A voluntary contribution of $1 per applicant, which
   69  shall be distributed to the Juvenile Diabetes Foundation
   70  International.
   71         (e) A voluntary contribution of $1 per applicant, which
   72  shall be distributed to the Children’s Hearing Help Fund.
   73         (f) A voluntary contribution of $1 per applicant, which
   74  shall be distributed to Family First, a nonprofit organization.
   75         (g) A voluntary contribution of $1 per applicant, to Stop
   76  Heart Disease, which shall be distributed to the Florida Heart
   77  Research Institute, a nonprofit organization.
   78         (h) A voluntary contribution of $1 per applicant to Senior
   79  Vision Services, which shall be distributed to the Florida
   80  Association of Agencies Serving the Blind, Inc., a not-for
   81  profit organization.
   82         (i)A voluntary contribution of $1 to Ronald McDonald
   83  House. Such contributions must be transferred by the department
   84  each month to Ronald McDonald House Charities of Tampa Bay, Inc.

   86  A statement providing an explanation of the purpose of the trust
   87  funds shall also be included. For the purpose of applying the
   88  service charge provided in s. 215.20, contributions received
   89  under paragraphs (b)-(i) (b), (c), (d), (e), (f), and (g) and
   90  under s. 322.18(9) are not income of a revenue nature.
   91         Section 3. Paragraph (c) is added to subsection (9) of
   92  section 322.18, Florida Statutes, to read:
   93         322.18 Original applications, licenses, and renewals;
   94  expiration of licenses; delinquent licenses.—
   95         (9)
   96         (c) The application form for a renewal issuance or renewal
   97  extension shall include language permitting a voluntary
   98  contribution of $1 per applicant to Senior Vision Services. Such
   99  contributions shall be distributed monthly to the Florida
  100  Association of Agencies Serving the Blind, Inc., a not-for
  101  profit organization.
  102         Section 4. This act shall take effect July 1, 2010.
