    1                        A bill to be entitled                      
    2         An act relating to motor vehicles; amending s. 320.02,
    3         F.S.; requiring the application form for motor vehicle
    4         registration or renewal of registration to include
    5         language permitting the applicant to make a voluntary
    6         contribution to Blind Babies and Blind Youth Services,
    7         for services for persons with developmental
    8         disabilities, and to the Ronald McDonald House;
    9         amending s. 322.08, F.S.; requiring the application
   10         form for a driver’s license or duplicate thereof to
   11         include language permitting the applicant to make a
   12         voluntary contribution to Senior Vision Services, for
   13         services for persons with developmental disabilities,
   14         and to the Ronald McDonald House; providing for
   15         distribution of funds collected from voluntary
   16         contributions; providing that such contributions are
   17         not considered income of a revenue nature; providing
   18         an effective date.

   20  Be It Enacted by the Legislature of the State of Florida:
   21  
   22         Section 1. Paragraphs (i), (j), and (k) are added to
   23  subsection (15) of section 320.02, Florida Statutes, to read:
   24         320.02 Registration required; application for registration;
   25  forms.—
   26         (15)
   27         (i) The application form for motor vehicle registration and
   28  renewal of registration must include language permitting a
   29  voluntary contribution of $1 to Blind Babies and Blind Youth
   30  Services. Such contributions shall be transferred by the
   31  department each month to the Florida Association of Agencies
   32  Serving the Blind, Inc., a not-for-profit organization.
   33         (j) The application form for motor vehicle registration and
   34  renewal of registration must include language permitting a
   35  voluntary contribution of $1 for services for persons with
   36  developmental disabilities. Such contributions shall be
   37  transferred by the department to The Arc of Florida to be used
   38  by that organization for programs and services in this state for
   39  persons with developmental disabilities.
   40         (k) The application form for motor vehicle registration and
   41  renewal of registration must include language permitting a
   42  voluntary contribution of $1 to the Ronald McDonald House. Such
   43  contributions shall be transferred by the department each month
   44  to Ronald McDonald House Charities of Tampa Bay, Inc.

   46  For the purpose of applying the service charge provided in s.
   47  215.20, contributions received under this subsection are not
   48  income of a revenue nature.
   49         Section 2. Subsection (7) of section 322.08, Florida
   50  Statutes, is amended to read:
   51         322.08 Application for license.—
   52         (7) The application form for a driver’s license or
   53  duplicate thereof shall include language permitting the
   54  following:
   55         (a) A voluntary contribution of $1 per applicant, which
   56  contribution shall be deposited into the Health Care Trust Fund
   57  for organ and tissue donor education and for maintaining the
   58  organ and tissue donor registry.
   59         (b) A voluntary contribution of $1 per applicant, which
   60  contribution shall be distributed to the Florida Council of the
   61  Blind.
   62         (c) A voluntary contribution of $2 per applicant, which
   63  shall be distributed to the Hearing Research Institute,
   64  Incorporated.
   65         (d) A voluntary contribution of $1 per applicant, which
   66  shall be distributed to the Juvenile Diabetes Foundation
   67  International.
   68         (e) A voluntary contribution of $1 per applicant, which
   69  shall be distributed to the Children’s Hearing Help Fund.
   70         (f) A voluntary contribution of $1 per applicant, which
   71  shall be distributed to Family First, a nonprofit organization.
   72         (g) A voluntary contribution of $1 per applicant, to Stop
   73  Heart Disease, which shall be distributed to the Florida Heart
   74  Research Institute, a nonprofit organization.
   75         (h) A voluntary contribution of $1 per applicant to Senior
   76  Vision Services, which shall be distributed to the Florida
   77  Association of Agencies Serving the Blind, Inc., a not-for
   78  profit organization.
   79         (i) A voluntary contribution of $1 per applicant for
   80  services for persons with developmental disabilities, which
   81  shall be distributed to The Arc of Florida.
   82         (j) A voluntary contribution of $1 to the Ronald McDonald
   83  House, which shall be distributed each month to Ronald McDonald
   84  House Charities of Tampa Bay, Inc.

   86  A statement providing an explanation of the purpose of the trust
   87  funds shall also be included. For the purpose of applying the
   88  service charge provided in s. 215.20, contributions received
   89  under paragraphs (b)-(j) (b), (c), (d), (e), (f), and (g) and
   90  under s. 322.18(9) are not income of a revenue nature.
   91         Section 3. This act shall take effect October 1, 2010.
