Florida Senate - 2010 CS for SB 1354 By the Committee on Governmental Oversight and Accountability; and Senators Hill and Joyner 585-04927-10 20101354c1 1 A bill to be entitled 2 An act relating to the Florida Civil Rights Hall of 3 Fame; creating s. 760.065, F.S.; providing legislative 4 intent; providing for the establishment and location 5 of the hall of fame; providing for the selection of 6 hall-of-fame members by the Governor upon 7 recommendations by the Florida Commission on Human 8 Relations; providing criteria for such 9 recommendations; authorizing the commission to set 10 time periods for the nomination and selection of hall 11 of-fame members; providing that the Commission on 12 Human Relations is responsible for costs relating to 13 the Civil Rights Hall of Fame; providing that the 14 Department of Management Services is responsible for 15 the costs to operate, repair, and maintain the public 16 area for the Civil Rights Hall of Fame; providing an 17 effective date. 18 19 Be It Enacted by the Legislature of the State of Florida: 20 21 Section 1. Section 760.065, Florida Statutes, is created to 22 read: 23 760.065 Florida Civil Rights Hall of Fame.— 24 (1) It is the intent of the Legislature to recognize and 25 honor those persons, living or dead, who have made significant 26 contributions to this state as leaders in the struggle for 27 equality and justice for all persons. 28 (2)(a) There is hereby established the Florida Civil Rights 29 Hall of Fame. The Department of Management Services shall set 30 aside an appropriate public area of the Capitol Building for the 31 Florida Civil Rights Hall of Fame and shall consult with the 32 commission regarding the design and theme of such area. 33 (b) Each person who is selected as a member shall have a 34 designation placed in the Florida Civil Rights Hall of Fame, 35 which designation shall provide information regarding the 36 member’s particular discipline or contribution and any vital 37 information relating to the member. 38 (3)(a) The commission shall annually accept nominations for 39 persons to be recommended as members of the Florida Civil Rights 40 Hall of Fame. The commission shall recommend 10 persons from 41 which the Governor shall select up to three hall-of-fame 42 members. 43 (b) In making recommendations pursuant to this subsection, 44 the commission shall recommend persons who are 18 years of age 45 or older, who were born in Florida or adopted Florida as their 46 home state and base of operation, and who have made a 47 significant contribution and provided exemplary leadership 48 toward Florida’s progress and achievements in civil rights. 49 (4) The commission may set specific time periods for 50 acceptance of nominations and the selection of members to 51 coincide with the appropriate activities of the Florida Civil 52 Rights Hall of Fame. 53 (5) The commission shall be responsible for costs relating 54 to the Florida Civil Rights Hall of Fame. However, the costs to 55 operate, repair, and maintain the public area designated for the 56 Florida Civil Rights Hall of Fame are the responsibility of the 57 Department of Management Services. 58 Section 2. This act shall take effect July 1, 2010.
