House Joint Resolution
2A joint resolution proposing an amendment to Section 3 of
3Article I of the State Constitution to prohibit
4individuals and entities from being barred from
5participating in public programs because of religion and
6to repeal a prohibition on the use of public revenues in
7aid of religious organizations and entities.

9Be It Resolved by the Legislature of the State of Florida:
10
11     That the following amendment to Section 3 of Article I of
12the State Constitution is agreed to and shall be submitted to
13the electors of this state for approval or rejection at the next
14general election or at an earlier special election specifically
15authorized by law for that purpose:

ARTICLE I

DECLARATION OF RIGHTS
18     SECTION 3.  Religious freedom.-There shall be no law
19respecting the establishment of religion or prohibiting or
20penalizing the free exercise thereof. Religious freedom shall
21not justify practices inconsistent with public morals, peace or
22safety. An individual or entity may not be barred from
23participating in any public program because of religion. No
24revenue of the state or any political subdivision or agency
25thereof shall ever be taken from the public treasury directly or
26indirectly in aid of any church, sect, or religious denomination
27or in aid of any sectarian institution.

29     BE IT FURTHER RESOLVED that the following statement be
30placed on the ballot:

33     RELIGIOUS FREEDOM.-Proposing an amendment to the State
34Constitution to provide that an individual or entity may not be
35barred from participating in any public program because of
36religion and to delete the prohibition against using revenues
37from the public treasury directly or indirectly in aid of any
38church, sect, or religious denomination or in aid of any
39sectarian institution.
