Florida Senate - 2010 SB 1524 By Senator Deutch 30-00417B-10 20101524__ 1 A bill to be entitled 2 An act relating to state purchasing; providing 3 definitions; requiring state agencies and certain 4 local governments to purchase hybrid, flex-fuel, or 5 biodiesel vehicles if such vehicles are available; 6 requiring the Department of Management Services to 7 adopt rules establishing criteria for the purchase of 8 such vehicles; providing an effective date. 9 10 Be It Enacted by the Legislature of the State of Florida: 11 12 Section 1. (1) As used in this section, the term: 13 (a) “Hybrid vehicle” means a hybrid vehicle, as defined in 14 s. 316.0741, Florida Statutes. 15 (b) “Flex-fuel vehicle” means a vehicle that is designed to 16 run on gasoline or a blend of up to 85 percent ethanol (E85). 17 (c) “Biodiesel vehicle” means a vehicle that is designed to 18 run on mono-alkyl esters of long-chain fatty acids that are 19 derived from vegetable oils or animal fats and conform to ASTM 20 D6751 specifications for use in diesel engines. Biodiesel refers 21 to the pure fuel before blending with diesel fuel. Biodiesel 22 blends are denoted as “BXX” with “XX,” representing the 23 percentage of biodiesel contained in the blend. For example, 24 B100 is pure biodiesel and B20 is a blend of 20 percent 25 biodiesel and 80 percent petroleum diesel. 26 (2) Any new motor vehicle purchased after January 1, 2011, 27 by a state agency, state university, or local government through 28 any state purchasing plan must be a hybrid, flex-fuel, or 29 biodiesel vehicle if the type of vehicle being purchased is 30 available with such propulsion system and otherwise meets the 31 requirements for the vehicle’s intended use. 32 (3) The Department of Management Services, by October 1, 33 2010, shall adopt rules that establish criteria for the purchase 34 of hybrid, flex-fuel, and biodiesel vehicles. 35 Section 2. This act shall take effect July 1, 2010.
