    1                        A bill to be entitled                      
    2         An act relating to public roadways; requiring that
    3         public roadways and bridges be designed, constructed,
    4         and maintained in a manner that does not impede
    5         existing access of adjacent property owners;
    6         prohibiting the Department of Transportation from
    7         dividing state highways or erecting media barriers in
    8         an area zoned for business use without approval of the
    9         project by the governing body of the affected area;
   10         providing an effective date.

   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. The design, construction, or maintenance of
   15  public streets, roads, highways, and bridges may not impede the
   16  existing access of adjacent property owners. The Department of
   17  Transportation may not divide state highways or erect media
   18  barriers in areas that are zoned for business use within a
   19  county or municipality without the approval of such activities
   20  by a majority vote of the governing body of the county or
   21  municipality.
   22         Section 2. This act shall take effect July 1, 2010.
