    1                        A bill to be entitled                      
    2         An act relating to legislative reauthorizations;
    3         reauthorizing certain exemptions, 2-year extensions,
    4         and local comprehensive plan amendments granted,
    5         authorized, or adopted under general law and in effect
    6         as of a certain date; providing for construction of
    7         the act; providing for retroactive application;
    8         providing an effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. (1) The Legislature reauthorizes the following:
   13         (a) Any exemption granted for any project for which an
   14  application for development approval has been approved or filed
   15  pursuant to s. 380.06, Florida Statutes, or for which a complete
   16  development application or rescission request has been approved
   17  or is pending, and the application or rescission process is
   18  continuing in good faith, within a development that is located
   19  within an area that qualifies for an exemption under s. 380.06,
   20  Florida Statutes, as amended by chapter 2009-96, Laws of
   21  Florida.
   22         (b) Any 2-year extension authorized and timely applied for
   23  pursuant to s. 14 of chapter 2009-96, Laws of Florida.
   24         (c) Any amendment to a local comprehensive plan adopted
   25  pursuant to s. 163.3184, Florida Statutes, as amended by chapter
   26  2009-96, Laws of Florida, and in effect pursuant to s. 163.3189,
   27  Florida Statutes, which authorizes and implements a
   28  transportation concurrency exception area pursuant to s.
   29  163.3180, Florida Statutes, as amended by chapter 2009-96, Laws
   30  of Florida.
   31         (2) This section is intended to be remedial in nature and
   32  to reenact provisions of existing law. This act shall apply
   33  retroactively to all actions addressed in this section and,
   34  therefore, to any such actions pending as of the effective date
   35  of this act.
   36         Section 2. This act shall take effect upon becoming a law.
