    1                        A bill to be entitled                      
    2         An act relating to a review of the Department of
    3         Community Affairs and the Florida Housing Finance
    4         Corporation under the Florida Government
    5         Accountability Act; reenacting s. 20.18, F.S.,
    6         relating to the establishment of the Department of
    7         Community Affairs; reenacting s. 420.504, F.S.,
    8         relating to the establishment of the Florida Housing
    9         Finance Corporation; repealing s. 14.31(8), F.S.,
   10         relating to the repeal of the Florida Faith-based and
   11         Community-based Advisory Council; providing an
   12         effective date.

   14         WHEREAS, ss. 11.901-11.920, Florida Statutes, the Florida
   15  Government Accountability Act, subjects the Department of
   16  Community Affairs and the Florida Housing Finance Corporation to
   17  a sunset review process in order to determine whether the
   18  agencies should be retained, modified, or abolished, and
   19         WHEREAS, the Department of Community Affairs and the
   20  Florida Housing Finance Corporation produced a report providing
   21  specific information, as enumerated in s. 11.906, Florida
   22  Statutes, and
   23         WHEREAS, upon receipt of the report, the Joint Legislative
   24  Sunset Committee and committees of the Senate and the House of
   25  Representatives assigned to act as sunset review committees
   26  reviewed the report and requested studies by the Office of
   27  Program Policy Analysis and Government Accountability, and
   28         WHEREAS, based on the department’s report, studies of the
   29  Office of Program Policy Analysis and Government Accountability,
   30  and public input, the Joint Legislative Sunset Committee and
   31  legislative sunset review committees made recommendations on the
   32  abolition, continuation, or reorganization of the Department of
   33  Community Affairs and the Florida Housing Finance Corporation;
   34  on the need for the functions performed by the agencies; and on
   35  the consolidation, transfer, or reorganization of programs
   36  within the Department of Community Affairs and the Florida
   37  Housing Finance Corporation, and
   38         WHEREAS, this Legislature wishes to retain the Department
   39  of Community Affairs and the Florida Housing Finance
   40  Corporation, NOW, THEREFORE,

   42  Be It Enacted by the Legislature of the State of Florida:
   43  
   44         Section 1. Section 20.18, Florida Statutes, is reenacted.
   45         Section 2. Section 420.504, Florida Statutes, is reenacted.
   46         Section 3. Subsection (8) of section 14.31, Florida
   47  Statutes, is repealed.
   48         Section 4. This act shall take effect July 1, 2010.
