A bill to be entitled
2An act relating to motor vehicles; amending s. 320.02,
3F.S.; requiring the application form for motor vehicle
4registration or renewal of registration to include
5language permitting the applicant to make a voluntary
6contribution to Blind Babies and Blind Youth Services and
7for services for persons with developmental disabilities;
8amending s. 322.08, F.S.; requiring the application form
9for a driver's license or duplicate thereof to include
10language permitting the applicant to make a voluntary
11contribution to Senior Vision Services and for services
12for persons with developmental disabilities; amending s.
13322.18, F.S.; requiring the application form for renewal
14issuance or renewal extension of a driver's license to
15include language permitting the applicant to make a
16voluntary contribution to Senior Vision Services and for
17services for persons with developmental disabilities;
18providing for distribution of funds collected from
19voluntary contributions; providing that such contributions
20are not considered income of a revenue nature; providing
21an effective date.

23Be It Enacted by the Legislature of the State of Florida:
24
25     Section 1.  Paragraphs (i) and (j) are added to subsection
26(15) of section 320.02, Florida Statutes, to read:
27     320.02  Registration required; application for
28registration; forms.-
29     (15)
30     (i)  The application form for motor vehicle registration
31and renewal of registration must include language permitting a
32voluntary contribution of $1 to Blind Babies and Blind Youth
33Services. Such contributions shall be transferred by the
34department each month to the Florida Association of Agencies
35Serving the Blind, Inc., a not-for-profit organization.
36     (j)  The application form for motor vehicle registration
37and renewal of registration must include language permitting a
38voluntary contribution of $1 for services for persons with
39developmental disabilities. Such contributions shall be
40transferred by the department to The Arc of Florida to be used
41by that organization for programs and services in this state for
42persons with developmental disabilities.

44For the purpose of applying the service charge provided in s.
45215.20, contributions received under this subsection are not
46income of a revenue nature.
47     Section 2.  Subsection (7) of section 322.08, Florida
48Statutes, is amended to read:
49     322.08  Application for license.-
50     (7)  The application form for a driver's license or
51duplicate thereof shall include language permitting the
52following:
53     (a)  A voluntary contribution of $1 per applicant, which
54contribution shall be deposited into the Health Care Trust Fund
55for organ and tissue donor education and for maintaining the
56organ and tissue donor registry.
57     (b)  A voluntary contribution of $1 per applicant, which
58contribution shall be distributed to the Florida Council of the
59Blind.
60     (c)  A voluntary contribution of $2 per applicant, which
61shall be distributed to the Hearing Research Institute,
62Incorporated.
63     (d)  A voluntary contribution of $1 per applicant, which
64shall be distributed to the Juvenile Diabetes Foundation
65International.
66     (e)  A voluntary contribution of $1 per applicant, which
67shall be distributed to the Children's Hearing Help Fund.
68     (f)  A voluntary contribution of $1 per applicant, which
69shall be distributed to Family First, a nonprofit organization.
70     (g)  A voluntary contribution of $1 per applicant, to Stop
71Heart Disease, which shall be distributed to the Florida Heart
72Research Institute, a nonprofit organization.
73     (h)  A voluntary contribution of $1 per applicant to Senior
74Vision Services, which shall be distributed to the Florida
75Association of Agencies Serving the Blind, Inc., a not-for-
76profit organization.
77     (i)  A voluntary contribution of $1 per applicant for
78services for persons with developmental disabilities, which
79shall be distributed to The Arc of Florida.

81A statement providing an explanation of the purpose of the trust
82funds shall also be included. For the purpose of applying the
83service charge provided in s. 215.20, contributions received
84under paragraphs (b)-(i) (b), (c), (d), (e), (f), and (g) and
85under s. 322.18(9) are not income of a revenue nature.
86     Section 3.  Paragraphs (c) and (d) are added to subsection
87(9) of section 322.18, Florida Statutes, to read:
88     322.18  Original applications, licenses, and renewals;
89expiration of licenses; delinquent licenses.-
90     (9)
91     (c)  The application form for a renewal issuance or renewal
92extension shall include language permitting a voluntary
93contribution of $1 per applicant to Senior Vision Services. Such
94contributions shall be distributed monthly to the Florida
95Association of Agencies Serving the Blind, Inc., a not-for-
96profit organization.
97     (d)  The application form for a renewal issuance or renewal
98extension shall include language permitting a voluntary
99contribution of $1 per applicant for services for persons with
100developmental disabilities, to be distributed by the department
101to The Arc of Florida to provide services to persons with
102developmental disabilities in this state.
103     Section 4.  This act shall take effect October 1, 2010.
