A bill to be entitled
2An act relating to student voter education; providing for
3a voter-education program; requiring that each district
4school board and county supervisor of elections jointly
5provide the program for high school students who are
6eligible to register or preregister to vote; requiring
7that such education consist of a mandatory presentation
8made by the supervisor of elections to public high school
9students who are eligible to register or preregister to
10vote; requiring that the presentation be made available to
11nonpublic high schools upon request; providing guidelines
12for the content of the program; requiring that the program
13be conducted during school hours and at least once each
14term of the school year; prohibiting the exclusion of any
15student who is eligible to register or preregister to
16vote; requiring that the voter-education program be
17provided to students enrolled in a magnet school;
18providing an effective date.

20Be It Enacted by the Legislature of the State of Florida:

22     Section 1.  (1)  Each district school board and county
23supervisor of elections shall cooperate to provide voter
24education to high school students who are eligible to register
25or preregister to vote. The voter-education program shall
26consist of a mandatory presentation to the students and be made
27available to nonpublic high schools upon their request. Each
28supervisor of elections shall conduct the presentation.
29     (2)  The presentation must include information concerning:
30     (a)  How to register to vote and preregister.
31     (b)  The operation of voting machines.
32     (c)  When and where to vote.
33     (d)  The process of voting, including voter identification
34requirements.
35     (e)  The importance of voting.
36     (3)  The voter-education program must provide students with
37sufficient information and time to complete and hand in to the
38supervisor of elections applications for voter registration.
39     (4)  The voter-education program shall be conducted during
40school hours and at least once each term of the school year in
41order to reach a maximum number of students in the most
42effective and efficient manner.
43     (5)  A student who is eligible to register or preregister
44to vote may not be excluded from the voter-education program.
45     (6)  The voter-education program must be provided to
46students enrolled in a magnet school in accordance with this
47section.
48     Section 2.  This act shall take effect July 1, 2010.
