1 A bill to be entitled
2 An act relating to suicide prevention education;
3 amending s. 14.20195, F.S.; deleting references to
4 inactive organizations represented by members of the
5 Suicide Prevention Coordinating Council and replacing
6 with active organizations; amending s. 1006.07, F.S.;
7 requiring that district school boards provide access
8 to suicide prevention educational resources to all
9 instructional and administrative personnel as part of
10 the school district professional development system;
11 providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Paragraph (a) of subsection (2) of section
16 14.20195, Florida Statutes, is amended to read:
17 14.20195 Suicide Prevention Coordinating Council; creation;
18 membership; duties.—There is created within the Statewide Office
19 for Suicide Prevention a Suicide Prevention Coordinating
20 Council. The council shall develop strategies for preventing
21 suicide.
22 (2) MEMBERSHIP.—The Suicide Prevention Coordinating Council
23 shall consist of 28 voting members.
24 (a) Fourteen members shall be appointed by the director of
25 the Office of Drug Control and shall represent the following
26 organizations:
27 1. The Substance Abuse and Mental Health Corporation
28 described in s. 394.655.
29 2. The Florida Association of School Psychologists.
30 3. The Florida Sheriffs Association.
31 4. The Suicide Prevention Action Network USA.
32 5. The Florida Initiative of Suicide Prevention.
33 6. The Florida Suicide Prevention Coalition.
34 7. The American Foundation of Suicide Prevention
35 Alzheimer’s Association.
36 8. The Florida School Board Association.
37 9. The National Council for Suicide Prevention Volunteer
38 Florida.
39 10. The state chapter of AARP.
40 11. The Florida Alcohol and Drug Abuse Association.
41 12. The Florida Council for Community Mental Health.
42 13. The Florida Counseling Association.
43 14. NAMI Florida.
44 Section 2. Subsection (7) is added to section 1006.07,
45 Florida Statutes, to read:
46 1006.07 District school board duties relating to student
47 discipline and school safety.—The district school board shall
48 provide for the proper accounting for all students, for the
49 attendance and control of students at school, and for proper
50 attention to health, safety, and other matters relating to the
51 welfare of students, including:
52 (7) SUICIDE PREVENTION EDUCATION.—Beginning with the 2010
53 2011 school year, provide access to suicide prevention
54 educational resources, as approved by the Statewide Office of
55 Suicide Prevention, to all instructional and administrative
56 personnel as part of the school district professional
57 development system under s. 1012.98.
58 Section 3. This act shall take effect July 1, 2010.
