A bill to be entitled
2An act relating to the Florida Civil Rights Hall of Fame;
3creating s. 760.065, F.S.; providing legislative intent;
4providing for the establishment and location of the hall
5of fame; providing for the selection of hall-of-fame
6members by the Governor upon recommendations by the
7Florida Commission on Human Relations; providing criteria
8for such recommendations; authorizing the commission to
9set time periods for the nomination and selection of hall-
10of-fame members; providing an effective date.

12Be It Enacted by the Legislature of the State of Florida:

14     Section 1.  Section 760.065, Florida Statutes, is created
15to read:
16     760.065  Florida Civil Rights Hall of Fame.-
17     (1)  It is the intent of the Legislature to recognize and
18honor those persons, living or dead, who have made significant
19contributions to this state as leaders in the struggle for
20equality and justice for all persons.
21     (2)(a)  There is hereby established the Florida Civil
22Rights Hall of Fame. The Department of Management Services shall
23set aside an appropriate public area of the Capitol Building for
24the Florida Civil Rights Hall of Fame and shall consult with the
25commission regarding the design and theme of such area.
26     (b)  Each person who is selected as a member shall have a
27designation placed in the Florida Civil Rights Hall of Fame,
28which designation shall provide information regarding the
29member's particular discipline or contribution and any vital
30information relating to the member.
31     (3)(a)  The commission shall annually accept nominations
32for persons to be recommended as members of the Florida Civil
33Rights Hall of Fame. The commission shall recommend 10 persons
34from which the Governor shall select up to three hall-of-fame
35members.
36     (b)  In making recommendations pursuant this subsection,
37the commission shall recommend persons who are 18 years of age
38or older, who were born in Florida or adopted Florida as their
39home state and base of operation, and who have made a
40significant contribution and provided exemplary leadership
41toward Florida's progress and achievements in civil rights.
42     (4)  The commission may set specific time periods for
43acceptance of nominations and the selection of members to
44coincide with the appropriate activities of the Florida Civil
45Rights Hall of Fame.
46     Section 2.  This act shall take effect July 1, 2010.
