| 2 | An act relating to the Florida Civil Rights Hall of Fame; |
| 3 | creating s. 760.065, F.S.; providing legislative intent; |
| 4 | providing for the establishment and location of the hall |
| 5 | of fame; providing for the selection of hall-of-fame |
| 6 | members by the Governor upon recommendations by the |
| 7 | Florida Commission on Human Relations; providing criteria |
| 8 | for such recommendations; authorizing the commission to |
| 9 | set time periods for the nomination and selection of hall- |
| 10 | of-fame members; assigning responsibility for certain |
| 11 | hall-of-fame costs; providing an effective date. |

| 13 | Be It Enacted by the Legislature of the State of Florida: |
| 14 |
|
| 15 | Section 1. Section 760.065, Florida Statutes, is created |
| 16 | to read: |
| 17 | 760.065 Florida Civil Rights Hall of Fame.- |
| 18 | (1) It is the intent of the Legislature to recognize and |
| 19 | honor those persons, living or dead, who have made significant |
| 20 | contributions to this state as leaders in the struggle for |
| 21 | equality and justice for all persons. |
| 22 | (2)(a) There is hereby established the Florida Civil |
| 23 | Rights Hall of Fame. The Department of Management Services shall |
| 24 | set aside an appropriate public area of the Capitol Building for |
| 25 | the Florida Civil Rights Hall of Fame and shall consult with the |
| 26 | commission regarding the design and theme of such area. |
| 27 | (b) Each person who is selected as a member shall have a |
| 28 | designation placed in the Florida Civil Rights Hall of Fame, |
| 29 | which designation shall provide information regarding the |
| 30 | member's particular discipline or contribution and any vital |
| 31 | information relating to the member. |
| 32 | (3)(a) The commission shall annually accept nominations |
| 33 | for persons to be recommended as members of the Florida Civil |
| 34 | Rights Hall of Fame. The commission shall recommend 10 persons |
| 35 | from which the Governor shall select up to three hall-of-fame |
| 36 | members. |
| 37 | (b) In making recommendations pursuant to this subsection, |
| 38 | the commission shall recommend persons who are 18 years of age |
| 39 | or older, who were born in Florida or adopted Florida as their |
| 40 | home state and base of operation, and who have made a |
| 41 | significant contribution and provided exemplary leadership |
| 42 | toward Florida's progress and achievements in civil rights. |
| 43 | (4) The commission may set specific time periods for |
| 44 | acceptance of nominations and the selection of members to |
| 45 | coincide with the appropriate activities of the Florida Civil |
| 46 | Rights Hall of Fame. |
| 47 | (5) The commission shall be responsible for costs relating |
| 48 | to the Florida Civil Rights Hall of Fame, excluding normal costs |
| 49 | of operations, repairs, and maintenance of the public area |
| 50 | designated for the Florida Civil Rights Hall of Fame, which |
| 51 | shall be the responsibility of the Department of Management |
| 52 | Services. |
| 53 | Section 2. This act shall take effect July 1, 2010. |
