Florida Senate - 2010 SB 524 By Senator Fasano 11-00307D-10 2010524__ 1 A bill to be entitled 2 An act relating to student voter education; providing 3 for a voter-education program; requiring that each 4 district school board and county supervisor of 5 elections jointly provide the program for high school 6 students who are eligible to register or preregister 7 to vote; requiring that such education consist of a 8 mandatory presentation made by the supervisor of 9 elections to public high school students who are 10 eligible to register or preregister to vote; requiring 11 that the presentation be made available to nonpublic 12 high schools upon request; providing guidelines for 13 the content of the program; requiring that the program 14 be conducted during school hours and at least once 15 each term of the school year; prohibiting the 16 exclusion of any student who is eligible to register 17 or preregister to vote; requiring that the voter 18 education program be provided to students enrolled in 19 a magnet school; providing an effective date. 20 21 Be It Enacted by the Legislature of the State of Florida: 22 23 Section 1. (1) Each district school board and county 24 supervisor of elections shall cooperate to provide voter 25 education to high school students who are eligible to register 26 or preregister to vote. The voter-education program shall 27 consist of a mandatory presentation to the students and be made 28 available to nonpublic high schools upon their request. Each 29 supervisor of elections shall conduct the presentation. 30 (2) The presentation must include information concerning: 31 (a) How to register to vote and preregister. 32 (b) The operation of voting machines. 33 (c) When and where to vote. 34 (d) The process of voting, including voter identification 35 requirements. 36 (e) The importance of voting. 37 (3) The voter-education program must provide students with 38 sufficient information and time to complete and hand in to the 39 supervisor of elections applications for voter registration. 40 (4) The voter-education program shall be conducted during 41 school hours and at least once each term of the school year in 42 order to reach a maximum number of students in the most 43 effective and efficient manner. 44 (5) A student who is eligible to register or preregister to 45 vote may not be excluded from the voter-education program. 46 (6) The voter-education program must be provided to 47 students enrolled in a magnet school in accordance with this 48 section. 49 Section 2. This act shall take effect July 1, 2010.
