| 10 | beautification of the state reserve; prohibiting |
| 11 | substantial alterations to the state reserve; providing |
| 12 | for public hunting and other programs and facilities in |
| 13 | the state reserve as authorized by the Fish and Wildlife |
| 14 | Conservation Commission; authorizing the Division of State |
| 15 | Lands within the department to acquire adjacent or |
| 16 | contiguous property to the state reserve; providing an |
| 17 | effective date. |

| 19 | Be It Enacted by the Legislature of the State of Florida: |
| 20 |
|
| 21 | Section 1. This act may be cited as the "Jim King Outdoor |
| 22 | Life Act." |
| 23 | Section 2. James E. "Jim" King, Jr., Senator Jim King |
| 24 | State Reserve; designation.- |
| 25 | (1) The lands located in Marion and Putnam Counties, |
| 26 | including all state-owned lands located within the floodplain of |
| 27 | the Oklawaha River, and any lands owned by the state from the |
| 28 | Eureka Dam in Marion County to the Buckman Lock in Putnam County |
| 29 | are designated and established as a state reserve, which shall |
| 30 | be known as the James E. "Jim" King, Jr., Senator Jim King State |
| 31 | Reserve. The Office of Greenways and Trails within the |
| 32 | Department of Environmental Protection shall oversee the state |
| 33 | reserve; develop multipurpose recreational opportunities; and |
| 34 | provide for the care, maintenance, and beautification of the |
| 35 | state reserve, including all the dams, locks, and other |
| 36 | structures now owned by or otherwise transferred to the state by |
| 37 | the Federal Government. The lands located within the state |
| 38 | reserve as they existed on January 1, 2010, may not be |
| 39 | substantially altered unless otherwise provided by law. However, |
| 40 | this section does not preclude the office from performing the |
| 41 | necessary maintenance and improvements required for the |
| 42 | continued operation of the dams, locks, or other structures and |
| 43 | facilities located within the state reserve. |
| 44 | (2) Public hunting is permitted in the James E. "Jim" |
| 45 | King, Jr., Senator Jim King State Reserve as authorized by the |
| 46 | Fish and Wildlife Conservation Commission, and Youth |
| 47 | Conservation Center programs and facilities may be developed |
| 48 | within lands of the state reserve as authorized by the Fish and |
| 49 | Wildlife Conservation Commission. |
| 50 | (3) The Division of State Lands within the Department of |
| 51 | Environmental Protection may acquire, on behalf of the Board of |
| 52 | Trustees of the Internal Improvement Trust Fund, any additional |
| 53 | property adjacent or contiguous to the James E. "Jim" King, Jr., |
| 54 | Senator Jim King State Reserve from private owners or from the |
| 55 | Federal Government for improving management and recreational |
| 56 | opportunities. |
| 57 | Section 3. This act shall take effect January 1, 2011. |
