A bill to be entitled
2An act relating to the James E. "Jim" King, Jr., Senator
3Jim King State Reserve; creating the "Jim King Outdoor
4Life Act"; designating certain lands located in Marion and
5Putnam Counties as the James E. "Jim" King, Jr., Senator
6Jim King State Reserve; requiring that the Office of
7Greenways and Trails within the Department of
8Environmental Protection develop multipurpose recreational
9opportunities and provide for the care, maintenance, and
10beautification of the state reserve; prohibiting
11substantial alterations to the state reserve; providing
12for public hunting and other programs and facilities in
13the state reserve as authorized by the Fish and Wildlife
14Conservation Commission; authorizing the Division of State
15Lands within the department to acquire adjacent or
16contiguous property to the state reserve; providing an
17effective date.

19Be It Enacted by the Legislature of the State of Florida:

21     Section 1.  This act may be cited as the "Jim King Outdoor
22Life Act."
23     Section 2.  James E. "Jim" King, Jr., Senator Jim King
24State Reserve; designation.-
25     (1)  The lands located in Marion and Putnam Counties,
26including all state-owned lands located within the floodplain of
27the Oklawaha River, and any lands owned by the state from the
28Eureka Dam in Marion County to the Buckman Lock in Putnam County
29are designated and established as a state reserve, which shall
30be known as the James E. "Jim" King, Jr., Senator Jim King State
31Reserve. The Office of Greenways and Trails within the
32Department of Environmental Protection shall oversee the state
33reserve; develop multipurpose recreational opportunities; and
34provide for the care, maintenance, and beautification of the
35state reserve, including all the dams, locks, and other
36structures now owned by or otherwise transferred to the state by
37the Federal Government. The lands located within the state
38reserve as they existed on January 1, 2010, may not be
39substantially altered unless otherwise provided by law. However,
40this section does not preclude the office from performing the
41necessary maintenance and improvements required for the
42continued operation of the dams, locks, or other structures and
43facilities located within the state reserve.
44     (2)  Public hunting is permitted in the James E. "Jim"
45King, Jr., Senator Jim King State Reserve as authorized by the
46Fish and Wildlife Conservation Commission, and Youth
47Conservation Center programs and facilities may be developed
48within lands of the state reserve as authorized by the Fish and
49Wildlife Conservation Commission.
50     (3)  The Division of State Lands within the Department of
51Environmental Protection may acquire, on behalf of the Board of
52Trustees of the Internal Improvement Trust Fund, any additional
53property adjacent or contiguous to the James E. "Jim" King, Jr.,
54Senator Jim King State Reserve from private owners or from the
55Federal Government for improving management and recreational
56opportunities.
57     Section 3.  This act shall take effect January 1, 2011.
