EXPLANATION:
Authorizes the Department of Corrections to contract
for implementation of an evidence-based risk/needs
assessment pilot to analyze the inmate population to
determine appropriate programming needs.
NET IMPACT ON: Total Funds General Revenue Trust Funds Recurring - 0 0 0 Non-Recurring - 0 0 0 ______________________________________________________________________________________ Positions & Amounts Positions & Amounts DELETE INSERT In Section 4 On Page 002 On page 2, as the last paragraph of proviso, INSERT the following: From the funds in Specific Appropriations 603 through 781, the Department of Corrections may contract with a provider to implement an evidence-based risk/needs analysis pilot program using established risk assessment tools to analyze the inmate population at an appropriate facility. The risk/needs assessment tool will allow the department to focus resources and treatment on those inmates with the greatest risk to re-offend and will assist the department in determining appropriate programming for lower risk inmates that may be better served in day reporting centers or other similar programs. The findings should include an analysis of whether implementing an evidence-based risk analysis across the entire inmate population would reduce state expenditures and recidivism rates. The department shall report its findings to the chairs of the House Full Appropriations Council on General Government and Health Care and Senate Policy and Steering Committee on Ways and Means no later than January 31, 2011.
