Insert proviso following Specific Appropriation 191:

From the funds in Specific Appropriation 191, the agency may make low 
income pool Medicaid payments to hospitals in an accelerated manner that 
is more frequent than on a quarterly basis, subject to the availability 
of state, local, and federal funds.
