House Resolution
2A resolution recognizing the outstanding public service
3and lifetime achievements of Mallory E. Horne.
4
5     WHEREAS, Mallory E. Horne was born in Tavares, Florida, on
6April 17, 1925, and
7     WHEREAS, Mallory E. Horne graduated from Leon High School
8in Tallahassee and immediately enlisted in the United States
9Army Air Corps to fight in World War II, and
10     WHEREAS, after the war, Mallory E. Horne continued to serve
11in the United States Air Force and Air Force Reserve and was
12honorably discharged at the rank of captain, and
13     WHEREAS, Mallory E. Horne attended the University of
14Florida, where he served as chancellor of the Honor Corps and,
15in 1949, was elected president of the senior class, and
16     WHEREAS, Mallory E. Horne began the practice of law,
17opening his own firm in Tallahassee, and was elected statewide
18president of the Junior Bar of Florida, and
19     WHEREAS, while still in his twenties, Mallory E. Horne was
20elected to the Florida House of Representatives, where his
21leadership abilities were immediately recognized and he enjoyed
22a rapid rise to prominence, culminating with his election as
23Speaker of the House of Representatives, and
24     WHEREAS, upon leaving the House of Representatives, Mallory
25E. Horne was elected to the Florida Senate, where, in 1973-1974,
26he served as Senate President, becoming the only person since
27Reconstruction to serve in both offices, and
28     WHEREAS, as a legislator, Mallory E. Horne was known for
29his spellbinding orations and his willingness to take principled
30and sometimes unpopular stands, and
31     WHEREAS, while Mallory E. Horne's entire legislative body
32of work is worthy of recognition, three of his greatest
33accomplishments were the implementation of fair legislative
34apportionment, the complete executive reorganization of all
35three branches of government, and his tireless efforts to retain
36Tallahassee as the state capital, and
37     WHEREAS, Mallory E. Horne served as a member on the first
38Constitution Advisory Commission, as Special Counsel to the
39Department of Agriculture and the Florida Senate, and as
40chairman of the Public Employees Relations Commission, and
41     WHEREAS, throughout his career as a high-profile lawyer,
42Mallory E. Horne gave generously of his time and energy in
43providing pro bono legal assistance to low-income individuals
44and supporting the work of volunteer legal service
45organizations, and
46     WHEREAS, Mallory E. Horne passed away on April 30, 2009,
47leaving a distinguished legacy of public service, NOW,
48THEREFORE,

50Be It Resolved by the House of Representatives of the State of
51Florida:

53     That the House of Representatives recognizes and celebrates
54the unparalleled legislative service of Mallory E. Horne in the
55Florida House of Representatives and the Florida Senate and
56honors his commitment to public service.
57     BE IT FURTHER RESOLVED that a copy of this resolution be
58presented to Mrs. Mary Lou Horne as a tangible token of the
59sentiments expressed herein.
