| 3 | and lifetime achievements of Mallory E. Horne. |

| 5 | WHEREAS, Mallory E. Horne was born in Tavares, Florida, on |
| 6 | April 17, 1925, and |
| 7 | WHEREAS, Mallory E. Horne graduated from Leon High School |
| 8 | in Tallahassee and immediately enlisted in the United States |
| 9 | Army Air Corps to fight in World War II, and |
| 10 | WHEREAS, after the war, Mallory E. Horne continued to serve |
| 11 | in the United States Air Force and Air Force Reserve and was |
| 12 | honorably discharged at the rank of captain, and |
| 13 | WHEREAS, Mallory E. Horne attended the University of |
| 14 | Florida, where he served as chancellor of the Honor Corps and, |
| 15 | in 1949, was elected president of the senior class, and |
| 16 | WHEREAS, Mallory E. Horne began the practice of law, |
| 17 | opening his own firm in Tallahassee, and was elected statewide |
| 18 | president of the Junior Bar of Florida, and |
| 19 | WHEREAS, while still in his twenties, Mallory E. Horne was |
| 20 | elected to the Florida House of Representatives, where his |
| 21 | leadership abilities were immediately recognized and he enjoyed |
| 22 | a rapid rise to prominence, culminating with his election as |
| 23 | Speaker of the House of Representatives, and |
| 24 | WHEREAS, upon leaving the House of Representatives, Mallory |
| 25 | E. Horne was elected to the Florida Senate, where, in 1973-1974, |
| 26 | he served as Senate President, becoming the only person since |
| 27 | Reconstruction to serve in both offices, and |
| 28 | WHEREAS, as a legislator, Mallory E. Horne was known for |
| 29 | his spellbinding orations and his willingness to take principled |
| 30 | and sometimes unpopular stands, and |
| 31 | WHEREAS, while Mallory E. Horne's entire legislative body |
| 32 | of work is worthy of recognition, three of his greatest |
| 33 | accomplishments were the implementation of fair legislative |
| 34 | apportionment, the complete executive reorganization of all |
| 35 | three branches of government, and his tireless efforts to retain |
| 36 | Tallahassee as the state capital, and |
| 37 | WHEREAS, Mallory E. Horne served as a member on the first |
| 38 | Constitution Advisory Commission, as Special Counsel to the |
| 39 | Department of Agriculture and the Florida Senate, and as |
| 40 | chairman of the Public Employees Relations Commission, and |
| 41 | WHEREAS, throughout his career as a high-profile lawyer, |
| 42 | Mallory E. Horne gave generously of his time and energy in |
| 43 | providing pro bono legal assistance to low-income individuals |
| 44 | and supporting the work of volunteer legal service |
| 45 | organizations, and |
| 46 | WHEREAS, Mallory E. Horne passed away on April 30, 2009, |
| 47 | leaving a distinguished legacy of public service, NOW, |
| 48 | THEREFORE, |

| 50 | Be It Resolved by the House of Representatives of the State of |
| 51 | Florida: |

| 53 | That the House of Representatives recognizes and celebrates |
| 54 | the unparalleled legislative service of Mallory E. Horne in the |
| 55 | Florida House of Representatives and the Florida Senate and |
| 56 | honors his commitment to public service. |
| 57 | BE IT FURTHER RESOLVED that a copy of this resolution be |
| 58 | presented to Mrs. Mary Lou Horne as a tangible token of the |
| 59 | sentiments expressed herein. |
