5 | students in state-approved teacher preparation programs to |
6 | assist teachers with low-performing students in reading as |
7 | part of certain field experiences; providing an effective |
8 | date. |

10 | Be It Enacted by the Legislature of the State of Florida: |
11 |
|
12 | Section 1. Subsection (2) of section 1004.04, Florida |
13 | Statutes, is amended to read: |
14 | 1004.04 Public accountability and state approval for |
15 | teacher preparation programs.- |
16 | (2) UNIFORM CORE CURRICULA.- |
17 | (a) The State Board of Education shall adopt rules |
18 | pursuant to ss. 120.536(1) and 120.54 that establish uniform |
19 | core curricula for each state-approved teacher preparation |
20 | program. |
21 | (b) The rules to establish uniform core curricula for each |
22 | state-approved teacher preparation program must include, but are |
23 | not limited to, a State Board of Education identified foundation |
24 | in scientifically researched, knowledge-based reading literacy |
25 | and computational skills acquisition; classroom management; |
26 | school safety; professional ethics; educational law; human |
27 | development and learning; and understanding of the Sunshine |
28 | State Standards content measured by state achievement tests, |
29 | reading and interpretation of data, and use of data to improve |
30 | student achievement. |
31 | (c) These rules must include the requirement that a |
32 | student in a state-approved teacher preparation program, as part |
33 | of a preservice field experience course, internship, or student |
34 | teaching assignment at the elementary school level, assist |
35 | teachers who are teaching low-performing students in reading in |
36 | a public elementary school in the school district in which the |
37 | program is located. |
38 | (d)(c) These rules shall not require an additional period |
39 | of time-to-degree but may be phased in to enable teacher |
40 | preparation programs to supplant courses, including pedagogy |
41 | courses, not required by law or State Board of Education rule |
42 | with the courses and assignments identified pursuant to |
43 | paragraphs paragraph (b) and (c). |
44 | Section 2. This act shall take effect July 1, 2010. |
