House Joint Resolution
2A joint resolution proposing the creation of Section 10 of
3Article II of the State Constitution, relating to
4renewable and clean energy.

6Be It Resolved by the Legislature of the State of Florida:
7
8     That the following creation of Section 10 of Article II of
9the State Constitution is agreed to and shall be submitted to
10the electors of this state for approval or rejection at the next
11general election or at an earlier special election specifically
12authorized by law for that purpose:

ARTICLE II

GENERAL PROVISIONS
15     SECTION 10.  Renewable and clean energy.-The state shall:
16     (a)  Provide for the safety and welfare of its citizens by
17meeting its energy needs in ways that promote sustainability and
18that protect and preserve its natural environments, vulnerable
19ecosystems, and shores.
20     (b)  Focus its energy production on sources other than oil
21and fossil fuels that endanger national security, public health,
22and the economy.
23     (c)  Use advances in energy conservation, energy
24efficiency, and renewable energy technologies for renewable
25energy sources such as wind, geothermal, wave, and biodiesel.
26     (d)  Pursue clean energy initiatives that will create jobs
27and promote a low-carbon economy.
28     (e)  Create standards for the incorporation of energy
29conservation, energy efficiency, and renewable energy
30technologies in the major renovation of existing state buildings
31and the construction of new state buildings.
32     (f)  Procure an increasing percentage of products and
33services that use renewable energy sources.
34     BE IT FURTHER RESOLVED that the following statement be
35placed on the ballot:

38     RENEWABLE AND CLEAN ENERGY.-Proposing an amendment to the
39State Constitution to provide for the safety and welfare of the
40citizens of Florida by meeting the state's energy needs in ways
41that promote sustainability and protect and preserve the state's
42natural environments, vulnerable ecosystems, and shores; to
43focus the state's energy production on sources other than oil
44and fossil fuels that endanger national security, public health,
45and the economy; to use advances in energy conservation, energy
46efficiency, and renewable energy technologies for renewable
47energy sources such as wind, geothermal, wave, and biodiesel; to
48pursue clean energy initiatives that will create jobs and
49promote a low-carbon economy; to create standards for the
50incorporation of energy conservation, energy efficiency, and
51renewable energy technologies in the major renovation of
52existing state buildings and the construction of new state
53buildings; and to procure an increasing percentage of products
54and services that use renewable energy sources.
