6 | Be It Resolved by the Legislature of the State of Florida: |
7 |

8 | That the following creation of Section 10 of Article II of |
9 | the State Constitution is agreed to and shall be submitted to |
10 | the electors of this state for approval or rejection at the next |
11 | general election or at an earlier special election specifically |
12 | authorized by law for that purpose: |

14 | GENERAL PROVISIONS |
15 | SECTION 10. Renewable and clean energy.-The state shall: |
16 | (a) Provide for the safety and welfare of its citizens by |
17 | meeting its energy needs in ways that promote sustainability and |
18 | that protect and preserve its natural environments, vulnerable |
19 | ecosystems, and shores. |
20 | (b) Focus its energy production on sources other than oil |
21 | and fossil fuels that endanger national security, public health, |
22 | and the economy. |
23 | (c) Use advances in energy conservation, energy |
24 | efficiency, and renewable energy technologies for renewable |
25 | energy sources such as wind, geothermal, wave, and biodiesel. |
26 | (d) Pursue clean energy initiatives that will create jobs |
27 | and promote a low-carbon economy. |
28 | (e) Create standards for the incorporation of energy |
29 | conservation, energy efficiency, and renewable energy |
30 | technologies in the major renovation of existing state buildings |
31 | and the construction of new state buildings. |
32 | (f) Procure an increasing percentage of products and |
33 | services that use renewable energy sources. |
34 | BE IT FURTHER RESOLVED that the following statement be |
35 | placed on the ballot: |

38 | RENEWABLE AND CLEAN ENERGY.-Proposing an amendment to the |
39 | State Constitution to provide for the safety and welfare of the |
40 | citizens of Florida by meeting the state's energy needs in ways |
41 | that promote sustainability and protect and preserve the state's |
42 | natural environments, vulnerable ecosystems, and shores; to |
43 | focus the state's energy production on sources other than oil |
44 | and fossil fuels that endanger national security, public health, |
45 | and the economy; to use advances in energy conservation, energy |
46 | efficiency, and renewable energy technologies for renewable |
47 | energy sources such as wind, geothermal, wave, and biodiesel; to |
48 | pursue clean energy initiatives that will create jobs and |
49 | promote a low-carbon economy; to create standards for the |
50 | incorporation of energy conservation, energy efficiency, and |
51 | renewable energy technologies in the major renovation of |
52 | existing state buildings and the construction of new state |
53 | buildings; and to procure an increasing percentage of products |
54 | and services that use renewable energy sources. |
