House Joint Resolution
2A joint resolution proposing an amendment to Section 7 of
3Article II of the State Constitution to prohibit the
4exploration and drilling for oil in, and the extraction
5and production of oil from, submerged lands and waterways
6over which the state has jurisdiction.

8Be It Resolved by the Legislature of the State of Florida:
9
10     That the following amendment to Section 7 of Article II of
11the State Constitution is agreed to and shall be submitted to
12the electors of this state for approval or rejection at the next
13general election or at an earlier special election specifically
14authorized by law for that purpose:

GENERAL PROVISIONS
17     SECTION 7.  Natural resources and scenic beauty.-
18     (a)  It shall be the policy of the state to conserve and
19protect its natural resources and scenic beauty. Adequate
20provision shall be made by law for the abatement of air and
21water pollution and of excessive and unnecessary noise and for
22the conservation and protection of natural resources.
23     (b)  Those in the Everglades Agricultural Area who cause
24water pollution within the Everglades Protection Area or the
25Everglades Agricultural Area shall be primarily responsible for
26paying the costs of the abatement of that pollution. For the
27purposes of this subsection, the terms "Everglades Protection
28Area" and "Everglades Agricultural Area" shall have the meanings
29as defined in statutes in effect on January 1, 1996.
30     (c)  The exploration and drilling for oil in, and the
31extraction and production of oil from, submerged lands and
32waterways over which the state has jurisdiction are prohibited.
33     BE IT FURTHER RESOLVED that the following statement be
34placed on the ballot:

38AND FROM SUBMERGED LANDS AND WATERWAYS PROHIBITED.-Proposing an
39amendment to the State Constitution to prohibit the exploration
40and drilling for oil in, and the extraction and production of
41oil from, submerged lands and waterways over which the state has
42jurisdiction.
