House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Budget (Altman) recommended the following: 1 Senate Substitute for Amendment (642592) (with title 2 amendment) 3 4 Delete lines 14 - 24 5 and insert: 6 (1)(a)1. The purpose of a crisis stabilization unit is to 7 stabilize and redirect a client to the most appropriate and 8 least restrictive community setting available, consistent with 9 the client’s needs. Crisis stabilization units may screen, 10 assess, and admit for stabilization persons who present 11 themselves to the unit and persons who are brought to the unit 12 under s. 394.463. Clients may be provided 24-hour observation, 13 medication prescribed by a physician or psychiatrist, and other 14 appropriate services. Crisis stabilization units shall provide 15 services regardless of the client’s ability to pay and shall be 16 limited in size to a maximum of 30 beds. 17 2. The department shall implement a demonstration project 18 in circuit 18 to test the impact of expanding maximum beds 19 authorized in crisis stabilization units from 30 to 50 beds. 20 Specifically, the department shall: 21 a. Authorize existing public or private crisis 22 stabilization units in circuit 18 to expand bed capacity to a 23 maximum of 50; and 24 b. Assess the impact on the availability of crisis 25 stabilization services to clients. 26 27 ================= T I T L E A M E N D M E N T ================ 28 And the title is amended as follows: 29 Delete lines 3 - 5 30 and insert: 31 amending s. 394.875, F.S.; requiring the Department of 32 Children and Family Services to implement a 33 demonstration project to test the impact of expanding 34 maximum beds authorized in crisis stabilization units 35 in a specified circuit and to assess the impact on the 36 availability of crisis stabilization services to 37 clients; providing an effective date.
