       The Committee on Environmental Preservation and Conservation
       (Sobel) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Between lines 380 and 381
    4  insert:
    5         (1) “Adaptation action area” or “adaptation area” means a
    6  designation in the coastal management element of a local
    7  government’s comprehensive plan which identifies one or more
    8  areas that experience coastal flooding due to extreme high tides
    9  and storm surge, and that are vulnerable to the related impacts
   10  of rising sea levels for the purpose of prioritizing funding for
   11  infrastructure needs and adaptation planning.
