Subsection (53) of section 320.08058, Florida 6 Statutes, is amended to read: 7 320.08058 Specialty license plates.— 8 (53) SUPPORT SOCCER LICENSE PLATES.— 9 (a) The department shall develop a Support Soccer license 10 plate as provided in this section. Support Soccer license plates 11 must bear the colors and design approved by the department. The 12 word “Florida” must appear at the top of the plate, and the 13 words “Support Soccer” must appear at the bottom of the plate. 14 (b) The annual use fees shall be distributed to the Florida 15LighthouseSoccer Foundation, Inc., which shall retain the 16 initial revenues from the sale of such plates until all startup 17 costs for developing and establishing the plate have been 18 recovered, not to exceed $85,000. Thereafter, the proceeds of 19 the annual use fee shall be used in the following manner: 20 1. Up to 25 percent of the proceeds may be used by the 21 FloridaLighthouseSoccer Foundation, Inc., for continuing 22 promotion and marketing of the license plate and concept. 23 2. Twenty percent shall be distributed to the Florida Youth 24 Soccer Association for programs and services that foster the 25 physical, mental, and emotional growth and development of 26 Florida’s youth through the sport of soccer at all levels of age 27 and competition, including a portion to be determined by the 28 Florida Youth Soccer Association for the TOPSoccer program to 29 promote participation by the physically and mentally 30 disadvantaged. 31 3. Twenty percent shall be distributed as grants for 32 programs that promote participation by the economically 33 disadvantaged and to support soccer programs where none 34 previously existed. 35 4. Ten percent shall be distributed to the Florida State 36 Soccer Association to promote the sport of soccer and the long 37 term development of the sport. 38 5. Ten percent shall be distributed as grants for programs 39 that promote and support the construction of fields and soccer 40 specific infrastructure. 41 6. Ten percent shall be distributed as grants for programs 42 that foster and promote health, physical fitness, and 43 educational opportunities through soccer. 44 7. Five percent shall be expended by the FloridaLighthouse45 Soccer Foundation, Inc., for administrative costs directly 46 associated with the foundation’s operations as they relate to 47 the management and distribution of the proceeds. 48 49 ================= T I T L E A M E N D M E N T ================ 50 And the title is amended as follows: 51 Between lines 296 and 297 52 insert: 53 amending s. 320.08058, F.S.; providing that proceeds 54 from the sale of Support Soccer license plates shall 55 be distributed to the Florida Soccer Foundation, Inc.;
