       The Committee on Governmental Oversight and Accountability
       (Flores) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 2121 and 2122
    4  insert:
    5         Section 53. Section 322.145, Florida Statutes, is created
    6  to read:
    7         322.145 Electronic authentication of licenses.—
    8         (1) All driver’s licenses issued on or after July 1, 2012,
    9  must contain a means of electronic authentication, which
   10  conforms to a recognized standard for such authentication, such
   11  as public key infrastructure, symmetric key algorithms, security
   12  tokens, mediametrics, or biometrics.
   13         (2) The department provide, at the applicant’s option and
   14  at the time a license is issued, a security token that can be
   15  electronically authenticated through a personal computer. The
   16  token must also conform to one of the standards in subsection
   17  (1).
   18         (3) The department shall negotiate a contract with the
   19  vendor selected to implement the electronic authentication
   20  feature which provides that the vendor pay all costs of
   21  implementing the system.
