       Senator Latvala moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 1841 and 1842
    4  insert:
    5         Section 39. Paragraph (b) of subsection (48) of section
    6  320.08058, Florida Statutes, is amended to read:
    7         320.08058 Specialty license plates.—
    8         (48) LIVE THE DREAM LICENSE PLATES.—
    9         (b) The proceeds of the annual use fee shall be distributed
   10  to the Florida Dream Foundation, Inc. The Florida Dream
   11  Foundation, Inc., shall retain the first $60,000 in proceeds
   12  from the annual use fees as reimbursement for administrative
   13  costs, startup costs, and costs incurred in the approval
   14  process. Thereafter, up to 25 percent shall be used for
   15  continuing promotion and marketing of the license plate and
   16  concept. The remaining funds shall be used in the following
   17  manner:
   18         1. Twenty-five percent shall be distributed equally among
   19  the sickle cell organizations that are Florida members of the
   20  Sickle Cell Disease Association of America, Inc., for programs
   21  that provide research, care, and treatment for sickle cell
   22  disease.
   23         2. Twenty-five percent shall be distributed to the Florida
   24  chapter of the March of Dimes for programs and services that
   25  improve the health of babies through the prevention of birth
   26  defects and infant mortality.
   27         3. Ten percent shall be distributed to the Florida
   28  Association of Healthy Start Coalitions to decrease racial
   29  disparity in infant mortality and to increase healthy birth
   30  outcomes. Funding will be used by local Healthy Start Coalitions
   31  to provide services and increase screening rates for high-risk
   32  pregnant women, children under 4 years of age, and women of
   33  childbearing age.
   34         4. Ten percent shall be distributed to the Community
   35  Partnership for Homeless, Inc., for programs that provide relief
   36  from poverty, hunger, and homelessness.
   37         5. Five percent of the proceeds shall be used by the
   38  foundation for administrative costs directly associated with
   39  operations as they relate to the management and distribution of
   40  the proceeds.

   45  insert:
   46         amending s. 320.08058, F.S.; changing the recipient of
   47         the proceeds for the Live the Dream license plates to
