1Representative Fresen offered the following:
3     Amendment to Amendment (752267) (with title amendment)
4     Remove lines 3266-3274 and insert:
5     Section 123.  Section 322.145, Florida Statutes, is created
6to read:
7     322.145  Electronic authentication of licenses.-
8     (1)  Any driver's license issued on or after July 1, 2012,
9must contain a means of electronic authentication, which
10conforms to a recognized standard for such authentication, such
11as public key infrastructure, symmetric key algorithms, security
12tokens, mediametrics, or biometrics. Electronic authentication
13capabilities must not interfere with or change the driver's
14license format or topology.
15     (2)  The department shall provide, at the applicant's
16option and at the time a license is issued, a security token
17that can be electronically authenticated through a personal
18computer. The token must also conform to one of the standards
19provided subsection (1).
20     (3)  The department shall negotiate a new contract with the
21vendor selected to implement the electronic authentication
22feature which provides that the vendor pay all costs of
23implementing the system. This contract must not conflict with
24current contractual arrangements for the issuance of driver's
