Section 322.145, Florida Statutes, is created 6 to read: 7 322.145 Electronic authentication of licenses.— 8 (1) Any driver’s licenses issued on or after July 1, 2012, 9 may contain a means of electronic authentication that conforms 10 to a recognized standard for such authentication, such as public 11 key infrastructure, symmetric key algorithms, security tokens, 12 mediametrics, or biometrics. Electronic authentication 13 capabilities must not interfere with or change the driver’s 14 license format or topology. 15 (2) The department may provide, at the applicant’s option 16 and at the time a license is issued, a security token that can 17 be electronically authenticated through a personal computer. The 18 token must also conform to one of the standards in subsection 19 (1). 20 (3) The department is authorized to negotiate a contract 21 with the vendor selected to implement the electronic 22 authentication feature which provides that the vendor pay all 23 costs of implementing the system. This contract must not 24 conflict with current contractual arrangements for the issuance 25 of driver’s licenses.
