       The Committee on Budget Subcommittee on Transportation, Tourism,
       and Economic Development Appropriations (Latvala) recommended
       the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 1914 - 1921
    4  and insert:
    5         (3) A certificate indicating compliance with s. 316.075(3)
    6  must accompany the notice of violation and a traffic citation.
    7  Such certificate is admissable in any proceeding to enforce this
    8  section and raises a rebuttable presumption that the traffic
    9  control signal device meets the requirements of s. 316.075(3).
