       Senator Hays moved the following:
       
    1         Senate Amendment to Amendment (258560) (with title
    2  amendment)

    4         Between lines 4652 and 4653
    5  insert:
    6         Section 121. A county may implement a hospital-based local
    7  financing mechanism in partnership with hospitals located within
    8  that county. The partnership shall be scheduled to expire no
    9  later than 3 years after the partnership is implemented unless
   10  reviewed and renewed by the parties. The funding mechanism must
   11  be permissible under federal law in order to be used for
   12  providing the state share of matching funds for buying back
   13  hospital rate reductions up to the allowable cost for hospital
   14  payments in the Medicaid program.

   20  and insert:

   22         committee; authorizing a county to implement a

   26         program; requiring review of such partnerships within
   27         a specified period after implementation; providing an
   28         effective date.
