       The Committee on Military Affairs, Space, and Domestic Security
       (Storms) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. By December 15, 2011, the Department of
    6  Veterans’ Affairs shall submit to the Governor and Cabinet, the
    7  President of the Senate, and the Speaker of the House of
    8  Representatives a business and implementation plan, along with a
    9  financial or cost-benefit analysis, for the purpose of
   10  identifying the most appropriate business model for the future
   11  operation of the state veterans’ homes. The department may
   12  procure the necessary expertise to prepare the plan and
   13  financial analysis.
   14         Section 2. This act shall take effect July 1, 2011.

   17         And the title is amended as follows:
   18         Delete everything before the enacting clause
   19  and insert:
   20                        A bill to be entitled                      
   21         An act relating to the Department of Veterans’
   22         Affairs; directing the department to provide a plan
   23         and financial analysis by a certain date to the
   24         Governor, Cabinet, and Legislature regarding the most
   25         appropriate business model for the future operation of
   26         the state veterans’ homes; providing an effective
   27         date.
