4     Between lines 2053 and 2054, insert:
5     Section 33.  Subsection (1) of section 101.657, Florida
6Statutes, is amended to read:
7     101.657  Early voting.-
8     (1)(a)  As a convenience to the voter, the supervisor of
9elections shall allow an elector to vote early in the main or
10branch office of the supervisor. The supervisor shall mark,
11code, indicate on, or otherwise track the voter's precinct for
12each early voted ballot. In order for a branch office to be used
13for early voting, it shall be a permanent facility of the
14supervisor and shall have been designated and used as such for
15at least 1 year prior to the election.
16     (b)  The supervisor shall also designate any city hall as
17an early voting site. The supervisor may also designate any
18permanent public library facility or any polling place to be
19used on election day or any other facility open to the public as
20an early voting site. In any general election in which a
21candidate for President of the United States appears on the
22ballot, the supervisor of elections shall designate at least one
23early voting site for every 40,000 registered voters within the
24county. In any general election in which a candidate for
25President of the United States does not appear on the ballot,
26the supervisor shall designate at least one early voting site
27for every 80,000 registered voters within the county. To the
28extent practicable, the designated sites must be geographically
29located so as to provide all voters in the county an equal
30opportunity to cast a ballot. The supervisor may also designate
31any city hall or permanent public library facility as early
32voting sites; however, if so designated, the sites must be
33geographically located so as to provide all voters in the county
34an equal opportunity to cast a ballot, insofar as is
35practicable. The results or tabulation of votes cast during
36early voting may not be made before the close of the polls on
37election day. Results shall be reported by precinct.  
38     (c)(b)  The supervisor shall designate each early voting
39site by no later than the 30th day prior to an election and
40shall designate an early voting area, as defined in s. 97.021,
41at each early voting site.
42     (d)(c)  All early voting sites in a county shall be open on
43the same days for the same amount of time and shall allow any
44person in line at the closing of an early voting site to vote.
45     (e)(d)  Early voting shall begin on the 15th day before an
46election and end on the 2nd day before an election. For purposes
47of a special election held pursuant to s. 100.101, early voting
48shall begin on the 8th day before an election and end on the 2nd
49day before an election. Early voting shall be provided for 8
50hours each day per weekday and 8 hours in the aggregate each
51weekend at each site during the applicable periods. Early voting
52sites shall open no sooner than 7 a.m. and close no later than 7
53p.m. on each applicable day.
54     (f)(e)  Notwithstanding the requirements of s. 100.3605,
55municipalities may provide early voting in municipal elections
56that are not held in conjunction with county or state elections.
57If a municipality provides early voting, it may designate as
58many sites as necessary and shall conduct its activities in
59accordance with the provisions of paragraphs (a)-(c). The
60supervisor is not required to conduct early voting if it is
61provided pursuant to this subsection.
62     (g)(f)  Notwithstanding the requirements of s. 189.405,
63special districts may provide early voting in any district
64election not held in conjunction with county or state elections.
65If a special district provides early voting, it may designate as
66many sites as necessary and shall conduct its activities in
67accordance with the provisions of paragraphs (a)-(c). The
68supervisor is not required to conduct early voting if it is
69provided pursuant to this subsection.
