3     Amendment (with title amendment)
4     Between lines 1891 and 1892, insert:
5     Section 31.  Subsection (1) of section 101.6103, Florida
6Statutes, is amended to read:
7     101.6103  Mail ballot election procedure.-
8     (1)  Except as otherwise provided in subsection (7), the
9supervisor of elections shall mail all official ballots with a
10secrecy envelope, a return mailing envelope, and instructions
11sufficient to describe the voting process to each elector
12entitled to vote in the election not sooner than the 20th day
13before the election and not later than the 10th day before the
14date of the election. All such ballots shall be mailed by first-
15class mail. The return mailing envelope must include a postage
16paid indicia paid by the supervisor. Ballots shall be addressed
17to each elector at the address appearing in the registration
18records and placed in an envelope which is prominently marked
19"Do Not Forward."
20     Section 32.  Subsection (2) of section 101.64, Florida
21Statutes, is amended, and subsection (5) is added to that
22section, to read:
23     101.64  Delivery of absentee ballots; envelopes; form.-
24     (2)  The certificate shall be arranged on the back of the
25mailing envelope so that the line for the signature of the
26absent elector is across the seal of the envelope; however, no
27statement shall appear on the envelope which indicates that a
28signature of the voter must cross the seal of the envelope. The
29absent elector shall execute the certificate on the envelope.
30The supervisor may not place on the mailing envelope any
31information indicating the voter's party affiliation or no-
32party-affiliation status.
33     (5)  The mailing envelope for each absentee ballot must
34include a postage paid indicia paid by the supervisor.
35     Section 33.  Subsection (1) of section 101.657, Florida
36Statutes, is amended to read:
37     101.657  Early voting.-
38     (1)(a)  As a convenience to the voter, the supervisor of
39elections shall allow an elector to vote early in the main or
40branch office of the supervisor. The supervisor shall mark,
41code, indicate on, or otherwise track the voter's precinct for
42each early voted ballot. In order for a branch office to be used
43for early voting, it shall be a permanent facility of the
44supervisor and shall have been designated and used as such for
45at least 1 year before prior to the election.
46     (b)  The supervisor may also designate any city hall or
47permanent public library facility as an early voting site. To
48the extent practicable sites; however, if so designated, the
49designated the sites must be geographically located so as to
50provide all voters in the county an equal opportunity to cast a
51ballot, insofar as is practicable. The results or tabulation of
52votes cast during early voting may not be made before the close
53of the polls on election day. Results shall be reported by
54precinct.
55     (c)(b)  The supervisor shall designate each early voting
56site by no later than the 60th 30th day before a primary prior
57to an election and shall designate an early voting area, as
58defined in s. 97.021, at each early voting site. The supervisor
59shall designate an adequate number of early voting sites such
60that the approximate waiting time for an elector to vote at any
61site does not exceed 15 minutes. Early voting sites for the
62general election shall be held at the same sites designated for
63a primary election.
64     (d)(c)  All early voting sites in a county shall be open on
65the same days for the same amount of time and shall allow any
66person in line at the closing of an early voting site to vote.
67     (e)(d)  Early voting shall begin at 7 a.m. on the 15th day
68before an election and end at 9 p.m. on the 2nd day before an
69election. For purposes of a special election held pursuant to s.
70100.101, early voting shall begin at 7 a.m. on the 8th day
71before an election and end at 9 p.m. on the 2nd day before an
72election. Early voting shall be provided each day for 8 hours
73per weekday and 8 hours in the aggregate each weekend at each
74site during the applicable periods. Early voting sites shall
75open at no sooner than 7 a.m. and close at 9 p.m. no later than
767 p.m. on each applicable day. Early voting hours and days may
77be extended only upon execution by the Governor of an executive
78order declaring a state of emergency as authorized in s. 252.36.
79     (f)(e)  Notwithstanding the requirements of s. 100.3605,
80municipalities may provide early voting in municipal elections
81that are not held in conjunction with county or state elections.
82If a municipality provides early voting, it may designate as
83many sites as necessary and shall conduct its activities in
84accordance with the provisions of paragraphs (a)-(d) (a)-(c).
85The supervisor is not required to conduct early voting if it is
86provided pursuant to this subsection.
87     (g)(f)  Notwithstanding the requirements of s. 189.405,
88special districts may provide early voting in any district
89election not held in conjunction with county or state elections.
90If a special district provides early voting, it may designate as
91many sites as necessary and shall conduct its activities in
92accordance with the provisions of paragraphs (a)-(d) (a)-(c).
93The supervisor is not required to conduct early voting if it is
94provided pursuant to this subsection.
95     (h)  The results or tabulation of votes cast during early
96voting may not be disclosed before the close of the polls on
97election day. Results shall be reported by precinct.
