       The Committee on Environmental Preservation and Conservation
       (Dean) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 645 - 650
    4  and insert:
    5         (4) A state agency may not require as a condition of
    6  approval for a permit or as an item to complete a pending permit
    7  application that an applicant obtain a permit approval from any
    8  other local agency unless the pending project is inconsistent
    9  with the local comprehensive plan or land development code as
   10  determined by the local government. Notwithstanding the
   11  foregoing, a state agency may not require a permit or approval
   12  from another agency of the state or a federal agency without
   13  explicit statutory authority to require such permit or approval
   14  from another state or federal agency.

   19  insert:
   20         prohibiting conditional approvals for a permit or
   21         completing a pending application unless certain
   22         conditions are met;
