       The Committee on Environmental Preservation and Conservation
       (Dean) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 586 - 589
    4  and insert:
    5  would offset the impact of the transportation project, provide
    6  equal benefits to the water resources than other mitigation
    7  options being considered, and provide the most cost effective
    8  mitigation option. The mitigation plan shall be submitted to the
