       The Committee on Environmental Preservation and Conservation
       (Latvala) recommended the following:
       
    1         Senate Amendment to Amendment (464514) 
    2  
    3         Delete lines 542 - 551
    4  and insert:
    5         noise. The department is authorized to establish reasonable
    6  zones of mixing for discharges into waters. For existing
    7  installations as defined by Rule 62-520.200(10), F.A.C.,
    8  effective July 12, 2009, zones of discharge to groundwater are
    9  authorized to a facility or owner’s property boundary and
   10  extending to the base of a specifically designated aquifer or
   11  aquifers. Exceedances of primary and secondary ground water
   12  standards that occur within a zone of discharge shall not create
   13  liability pursuant to this Chapter or Chapter 376 for site
   14  clean-up, nor shall exceedances of soil cleanup target levels be
   15  a basis for enforcement or site clean-up.
