       The Committee on Community Affairs (Bennett) recommended the
       following:
       
    1         Senate Amendment to Amendment (114164) (with title
    2  amendment)
    3  
    4         Delete line 28
    5  and insert:
    6  approval by majority vote of the registered voters in the
    7  county, district, or municipality or, in the alternative,
    8  approval by a circuit court. If the governing board of a county
    9

   11         And the title is amended as follows:
   12         Delete lines 236 - 237
   13  and insert:
