       The Committee on Judiciary (Flores) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 189 - 192
    4  and insert:
    5         (10) Upon conclusion of all hearings and proceedings, and
    6  upon consideration of all evidence presented, the court shall
    7  render a final judgment approving or denying the proposed
    8  transaction and shall order the governing board to accept or
    9  reject the proposal for the sale or lease of the county,
   10  district, or municipal hospital. In reaching its final judgment,
