       following:
       
    1         Senate Amendment to Amendment (114164) (with title
    2  amendment)

    4         Delete line 112
    5  and insert:

    7  facility without first receiving approval by majority vote of
    8  the registered voters in the county, district, or municipality
    9  or, in the alternative, approval from a circuit court.

   15  and insert:
