       The Committee on Commerce and Tourism (Ring) recommended the
       following:
       
    1         Senate Substitute for Amendment (840934) 
    2  
    3         Delete lines 53 - 59
    4  and insert:
    5  taxable year of such determination. For the purposes of this
    6  section, "capital expenditure" means an investment in land,
    7  buildings, or equipment. Also, for the purposes of this section,
    8  "full-time employee" does not include an employee who was hired
    9  to construct improvements to real property.
