    2                        A bill to be entitled                      
    3         An act relating to the Florida Council on Military
    4         Base and Mission Support; amending s. 288.984, F.S.;
    5         creating the Military Base Encroachment Mitigation
    6         Workgroup within the council; directing the workgroup
    7         to consider and prioritize potential lands adjacent to
    8         federal military installations for purchase and
    9         conversion into public parks for off-highway vehicle
   10         use; providing a continuing appropriation; providing
   11         an effective date.

   13  Be It Enacted by the Legislature of the State of Florida:
   14  
   15         Section 1. Paragraph (e) is added to subsection (3) of
   16  section 288.984, Florida Statutes, to read:
   17         288.984 Florida Council on Military Base and Mission
   18  Support.—The Florida Council on Military Base and Mission
   19  Support is established. The council shall provide oversight and
   20  direction for initiatives, claims, and actions taken on behalf
   21  of the state, its agencies, and political subdivisions under
   22  this part.
   23         (3) WORKGROUPS.—The council shall establish the following
   24  workgroups:
   25         (e) The Military Base Encroachment Mitigation Workgroup.
   26  The task of the workgroup is to consider and prioritize lands
   27  adjacent to federal military installations which could be
   28  purchased by the state and converted into public parks for off
   29  highway vehicle use.
   30         Section 2. The sum of $2 million shall be allocated
   31  annually from the State Transportation Trust Fund to the Florida
   32  Council on Military Base and Mission Support for the purpose of
   33  purchasing lands adjacent to federal military installations to
   34  be converted into public parks for off-highway vehicle use. A
   35  maximum of 10 percent of such funds may be used for
   36  administrative purposes, including providing staff and travel
   37  expenses.
   38         Section 3. This act shall take effect July 1, 2011.
