       The Committee on Community Affairs (Dockery) recommended the
       following:
       
    1         Senate Amendment to Amendment (369170) 
    2  
    3         Delete lines 304 - 308
    4  and insert:
    5  of the repeal. Any county identified as having a first magnitude
    6  spring within its boundaries is prohibited from opting out of
    7  this section. Any county in which a Total Maximum Daily Load for
    8  nutrients or bacteria has been established is prohibited from
    9  opting out of this section. Such counties may, however, adopt a
   10  local onsite sewage treatment and disposal system evaluation and
   11  assessment program that is more stringent than that required by
   12  this section. Except as otherwise provided, the local ordinances
   13  may not deviate from or exceed the substantive requirements of
   14  this subsection. Such adopted ordinance shall provide for the
   15  following:
