    3         Delete lines 65 - 73
    4  and insert:

    6          (b)To provide for the enhancement of environmental
    7  benefits, including air and water quality; to prevent roadside
    8  erosion; to conserve the natural roadside growth and scenery;
    9  and to provide for the implementation and maintenance of
   10  roadside conservation, enhancement, and stabilization programs.
   11  No less than 1.5 percent of the amount contracted for
