    1                        A bill to be entitled                      
    2         An act relating to health insurance; prohibiting a
    3         person from being compelled to purchase health
    4         insurance except under specified conditions;
    5         specifying that the act does not prohibit the
    6         collection of certain debts; providing an effective
    7         date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Prohibition against requiring the purchase of
   12  health insurance; exceptions.—
   13         (1) A person may not be compelled to purchase health
   14  insurance, except as a condition of:
   15         (a) Public employment;
   16         (b) Voluntary participation in a state or local benefit;
   17         (c) Operating a dangerous instrumentality;
   18         (d) Undertaking an occupation having a risk of occupational
   19  injury or illness;
   20         (e) An order of child support; or
   21         (f) Activity between private persons.
   22         (2) This section does not prohibit the collection of debts
   23  lawfully incurred for health insurance.
   24         Section 2. This act shall take effect upon becoming a law.
