       The Committee on Health Regulation (Gaetz) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete line 3549
    4  and insert:
    5  license is suspended or invalid. However, nothing in this
    6  section shall preclude a plan from contracting with a provider
    7  that is approved via Final Order, has commenced construction and
    8  will be licensed and operational within 18 months after the
    9  effective date of this act;
