       The Committee on Budget Subcommittee on Health and Human
       Services Appropriations (Oelrich) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 3961 and 3962
    4  insert:
    5         (4) The agency shall develop a methodology and request a
    6  state plan amendment or waiver that ensures the availability of
    7  certified public expenditures in the Medicaid managed care
    8  program to support noninstitutional teaching faculty providers
    9  that have historically served Medicaid recipients. Such
   10  providers include allopathic and osteopathic physicians employed
   11  by or under contract with a medical school in this state. The
   12  agency shall directly make supplemental payments to teaching
   13  faculty providers or to a statewide entity acting on behalf of
   14  state medical schools and teaching faculty providers that
   15  contract with qualified plans and provide care to Medicaid
   16  recipients in recognition of the costs associated with graduate
   17  medical education and training, educating medical school
   18  students, and access to primary and specialty care provided to
   19  Medicaid recipients. Physicians employed by or under contract
   20  with a medical school in this state are eligible for a
   21  supplemental payment only if there are sufficient certified
   22  public expenditures available from allowable sources. The agency
   23  shall evaluate the development of teaching faculty provider
   24  payments for managed care to accurately reflect the historical
   25  and underlying as well as current and prospective utilization to
   26  the maximum extent possible. Any such methodology must preserve
   27  federal funding to these entities.
