The Committee on Health Regulation (Gaetz) recommended the
following:

3 Between lines 437 and 438
4 insert:
5 Section 1. Paragraph (c) of subsection (2) of section 163.387,
6 Florida Statutes, is amended to read:
7 163.387 Redevelopment trust fund.—
8 (2)
9 (c) The following public bodies or taxing authorities are
10 exempt from paragraph (a):
11 1. A special district that levies ad valorem taxes on
12 taxable real property in more than one county.
13 2. A special district for which the sole available source
14 of revenue the district has the authority to levy is ad valorem
15 taxes at the time an ordinance is adopted under this section.
16 However, revenues or aid that may be dispensed or appropriated
17 to a district as defined in s. 388.011 at the discretion of an
18 entity other than such district shall not be deemed available.
19 3. A library district, except a library district in a
20 jurisdiction where the community redevelopment agency had
21 validated bonds as of April 30, 1984.
22 4. A neighborhood improvement district created under the
23 Safe Neighborhoods Act.
24 5. A metropolitan transportation authority.
25 6. A water management district created under s. 373.069.
26 7. A hospital district that is a special district as
27 defined in s. 189.403, a county hospital that has taxing
28 authority under chapter 155, or a public health trust
29 established pursuant to s. 154.07.
30 Section 2. Section 200.186, Florida Statutes, is created to
31 read:
32 200.186 Hospital districts.—Notwithstanding any special act
33 or other law governing the expenditure of ad valorem revenues,
34 ad valorem revenues raised pursuant to a special act
35 establishing a hospital district, by a county hospital pursuant
36 to chapter 155, or a public health trust established pursuant to
37 s. 154.07, and disbursed by the district, county hospital, or
38 trust to municipalities or other organizations may be used only
39 to pay for health care services.

46 amending s. 163.387, F.S.; exempting hospital
47 districts from the requirement to provide funding to a
48 community redevelopment agency; creating s. 200.186,
49 F.S.; requiring hospital district ad valorem revenues
50 dispersed to other entities to be spent only on health
51 care services;
