       The Committee on Budget (Negron) recommended the following:
       
    1         Senate Amendment (with ballot amendment)
    2  
    3         Delete lines 28 - 31
    4  and insert:
    5         (b) The private market for health care coverage of any
    6  lawful health care service may not be abolished by law or rule.
    7

    9         And the ballot statement is amended as follows:
   10         Delete lines 93 - 94
   11  and insert:
   12  payment for lawful health care services; and prohibit laws or
   13  rules from abolishing the private market for health care
   14  coverage of any lawful health care service.
