    1         Senate Amendment (with ballot amendment)

    3         Delete lines 23 - 25
    4  and insert:
    5  taxes for paying directly for lawful health care services. A
    6  health care provider may accept direct payment for lawful health
    7  care services and may not be required to pay penalties or taxes
    8
